智能交通系统实施效益的综合评价研究

Abstract: This study proposes a practical framework to assess the evaluable societal profitability of intelligent transportation systems (ITS) projects, which are widely implemented in many cities of China. This work aims to estimate the whole economic benefit into an outcome figure which received great care from government authorities and transportation engineers. The initiative of proved framework is to maintain both the practicability in terms of data accessibility in societal reality and scalability in terms of its convincingness and academic value. A case study of assessing intelligent transportation management and control system in Beijing is conducted to further illustrate the proposed methodology. The investment for ITS can be enlarged more than 20 times,
which shows significant “leverage effect” of ITS investment, and establishing intelligent transportation systemsis an effective way to resolve the conflicts between sharply increasing motor vehicle amount and limited city land resources.

摘要: 随着智能交通系统在中国许多城市的广泛应用,对城市智能交通系统实施后所产生的综合效益进行深入研究和分析已成为迫在眉睫的任务. 本文的研究目的是提出一种能够快捷准确地获取各项评价指标的城市智能交通系统综合效益评价体系,并以北京城市智能交通系统为例将体系在实际中加以应用,给出了各项评级指标的数据来源和获取方法,并最终计算出系统投入使用以来所带来可估算的社会经济效益. 研究结果表明,用于智能交通系统建设的资金能够产生明显的“杠杆效用”,所带来可估算社会经济效益约为原始投入的20倍左右.
