城市轨道交通应急系统体系架构研究与实践

Abstract: As the most important part of the entire intelligent transportation systems, the capacity of early warning and emergency support function in urban rail transit are more concerned.In this paper, the risk on natural disaster, accidents, public health and social security is deeply analyzed, and a model of emergency management is proposed.The model is constituted by prevention, preparedness, response and recovery.Then, the function and the process of urban rail system is established.The system includes net layer, hardware layer, data resource layer, information processing layer, interface layer, business application layer and access layer.Finally, the application of emergency management system in Guangzhou metro is introduced.

摘要: 城市轨道交通作为整个智能交通系统的一个重要组成部分,其安全预警和应急保障能力建设引起越来越广泛的关注和重视.本文分析了我国城市轨道交通发展的趋势,以及其建设和运营过程中面临的自然灾害、事故灾害、公共卫生事件、社会安全事件等各类风险,提出城市轨道交通突发事件应急管理的预防、准备、响应和恢复四阶段模型,给出城市轨道交通突发事件应急系统的功能和流程,提出由网络层、系统硬件层、数据资源层、信息处理层、接入层、业务应用层和访问层组成的七层体系架构.最后以广州地铁安全预警与应急平台为案例,介绍城市轨道交通突发事件应急系统的建设实践.
