国外交通运输管理体制及其对我国的启迪

摘要： 交通管理体制是影响交通运输生产效率、决定交通运输和社会经济是否发展协调的关键因素，科学先进的管理体制是提高交通运输管理水平和生产效率的有力保障。本文针对我国现行的交通运输管理体制，综合分析了其存在的主要弊端，指出我国交通运输管理体制相对落后，成为制约着我国交通运输业的发展的重要原因；同时分析研究发达国家交通运输管理体制在管理手段、法律法规、融资渠道等五个方面具有的特点；最后借鉴国外交通运输管理体制的经验，并结合我国国情，提出我国交通运输管理体制改革应着眼于各种运输方式的平衡发展，采用适合国情的交通运输方式，以人为本及可持续发展的政策，建立综合运输体制四个方面。

Abstract: The traffic and transportation management system is the key factor influencing the efficiency of traffic and transportation and ensuring harmonious development between traffic and transportation and social economy. The scientific and advanced management system is the guarantee to significantly improve the management level and production efficiency. In this paper, the author analyzes the main disadvantages of current traffic and transportation management system which is the relatively backward in China. Furthermore, this paper analyzes traffic and transportation management system in five areas as the management tools, laws and regulations, financing channels, and so on. Finally, using foreign experience for reference and combining with China’s national conditions, it is suggested that management system reform should focus on these four aspects: balanced development of various transport modes, suitable transportation way to our national condition, human-oriented and sustainable development policies, and established integrated transport system.
