DEA and TOPSIS Combination Model for the Construction Scheduling of Urban Road Projects

摘要: 城市道路建设序列属于多阶段多指标决策问题. 为提高城市道路建设的有效性,以DEA和TOPSIS法为基础,构建城市道路建设序列的多阶段多指标决策组合模型. 首先利用DEA方法计算每个决策单元的相对有效性;然后对相对有效性进行TOPSIS计算,实现对DEA结果的全排序,从而得到城市道路建设序列决策方案. 这样既组合了DEA对多输入、多输出指标评价的绝对优势和TOPSIS系统性、综合性的优点,又避免了DEA不能进行全排序的缺点,使两种主要的评价方法得到了互补,为该问题的解决提供了新的研究途径;最后应用实际案例验证了该模型能有效地解决城市道路建设序列的多阶段多指标决策问题.

Abstract: The construction scheduling of urban road projects is a typical multiple stage and multiple attribute decision making problem. To improve the availability of the urban road planning and construction, a model with multiple stage and multiple attribute is proposed, which is based on the DEA and TOPSIS. The DEA method is used to calculate each DMU’s relative efficiency, then the TOPSIS method is used to rank the relative efficiency, and the urban road construction sequence is obtained accordingly. In this model, the advantages of the DEA’s superiority of evaluating with multiple inputs and outputs indicators and the TOPSIS’s systematicness and comprehensiveness are utilized. And the shortcoming of the DEA’s failure to rank all projects is avoided, which provides a new approach to this problem. Finally, an example is presented to illustrate the effectiveness of the proposed method.
