综合运输体系相关基本概念研究

摘要/Abstract

摘要： 目前在国内相关的报刊文章、学术报告以及政府部门文件里，对于综合运输体系相关基本概念的表述和含义很不一致，基本概念定义的不一致和使用的不准确，不利于加快推进中国综合运输体系建设.为此，本文在全面梳理国内外各种相关理念和观点的基础上，进一步分析各种运输方式的基本特性，提出了基本运输方式、高级运输方式、综合运输方式、综合运输体系等基本概念的新定义.根据新定义，综合运输方式等同于多式联运方式，而且，多式联运等高级运输方式是综合运输体系的核心组成部分.本文最后建议，在中文用语中应该以“多式联运”替代“综合运输”，以避免综合运输方式与综合运输体系在概念使用上的混淆.

Abstract: In relevant newspapers, research reports and government’s files of China, the definition and concept on the comprehensive transportation system are not unified. It makes against the comprehensive transportation system development in China. This paper analyzes the relevant definitions and summarizes the characteristics of every transportation mode. It then puts forward some new definitions of the basic transportation mode, advanced transportation mode, integrated transportation mode and comprehensive transportation system. According to these definitions, the mode of integrated transportation equates to multimodal transportation and the advanced mode of transportation such as intermodal transportation is the core component of the comprehensive transportation system. Finally, the paper suggests that the Chinese word “综合运输” (integrated transportation mode) should be replaced by “多式联运” (multimodal transportation) to distinguish the integrated transportation mode and the comprehensive transportation system.
