摘要： 在高速公路项目的国民经济评价和社会评价中，都涉及对时间节约效益的分析。社会评价起步较晚，有些指标的界定还不完善；同时，由于社会评价的间接效益较多，这给项目评价增加了难度。本文针对高速公路项目社会评价中的时间节约效益，从国民经济评价及社会评价关于时间节约效益的区别入手，分析了社会评价中时间节约效益的构成，并从微观、中观、宏观三方面对时间节约效益进行分析测算，从而为高速公路项目的正确决策提供参考和依据。

Abstract: There are time-saving benefits in both economic and social evaluation for freeway project. Because of the later development of social evaluation, some indexes are not perfectly defined, in the meantime, there are many kinds of indirect benefits in social evaluation, and these make social evaluation more difficult. Beginning with the difference about time-saving benefits between economic evaluation and social evaluation, this paper has analyzed the composing of time-saving benefits in social evaluation, and measured them from three aspects including micro, middle and macro angles to help make right decisions in freeway projects.
