摘要： 在分析我国高等级公路收费、监控和救援的现状基础上，结合我国的实际情况，提出了以信息技术为载体，实现区域性“三联网”。特别是以解决联网拆账为突破点，实施区域性联网收费，以组合式双片ETC为技术手段，提升高等级公路的收费管理水平。

Abstract: Based on the analysis of the current status of toll collection，traffic monitoring and emergency incident management on national expressway, this paper presents the way of improving the comprehensive highway management ability by implementing IT technology. The action of regional“Three-Networking”, a potential practical measure including regional network tolling based on combined two-piece ETC technology is discussed thoroughly also.
