摘要： 从我国科技发展的现状出发，分析了我国科技发展与科技创新中存在的问题，结合发达国家科技发展的历史，分析了我国21世纪科技发展实现战略突破的关键。作者结合对未来全球科技发展的预测，研究提出了我国在21世纪中叶建成小康社会的科技保证。

Abstract: This paper analyzes the problems that lie in the science and technology development and innovation in our county on the base of current condition. Combining with the historic development of the developed countries, it also analyzed the keys to implement the strategic breakthroughs in 21 century for China. The author put forward the scientific assurance aim of constructing a relatively rich society in the middle of 21 century in China while forecasting the tends of the global science and technology in the future.
